The World Equestrian Games were held in Italy in 1998, although the Italian olympic committee barely allocated enough money. In spite of this holdover from the fascist system, Italy won in 22 sports in 1998. A doping scandal and the forced resignation of the football federation's president point to the need for changes under Giovanna Melandri, the new sports minister.

Franco Bernabe resigned as managing director of ENI to become managing director of Telecom Italia. Telecom Italia went private in 1998 and had enough difficulties to cause its chairman Gabriele Rossignolo to resign. Bernabe has experience operating a company at this stage of its privatization and doing it successfully.
