Who Hoon is, and why he matters

Geoff Hoon was a lawyer before taking up his post in the British defense ministry. Hoon has inherited his defense policy in terms of a 'Stategic Defense Review'. He also has to bear in mind the policies of prime minister, Tony Blair. Blair's message is that Britain will work harder to arm the European Union with a common policy for security and foreign affairs, and a defense capability of its own, within the North Atlantic Treaty Organization. Hoon argues that there are no conflicts of interest between the old British stance of links with the US and the new stance, and also does not recognise the change in policy.

On the defensive
Article Abstract:
Scottish devolution has defense implications and important parts of the United Kingdom's military resources are located in Scotland. An independent Scotland with a non-nuclear policy would affect the UK's defense system. The Scottish Nationalist Party (SNP) proposes a Scottish defense force, but the Labor government argues that this would be expensive and not rational. The SNP argues that a non-nuclear policy could appeal to voters. The government does not wish to reinforce a view that Scotland could have an independent military, and has been cautious about involveent in this debate.

Rudolf Scharping, measured German warrior
Article Abstract:
German defense minister, Rudolf Scharping, is the first to hold this post since 1945 at a time when German forces are fighting abroad. Scharping was leader of the Social Democratic Party (SDP) in parliament until fall 1998, prior to taking on his new post. His methodical manner is seen as an advantage at the time of action by the North Atlantic Treaty Organization in Kosovo. Scharping faces challenges apart from Kosovo, such as a planned restructuring of the German armed forces.
