Who foots the bill for North Korea's nuclear power?
Article Abstract:
The Korean Peninsula Energy Development Organization (KEDO) must drop the nuclear reactor plan proposed for North Korea and instead enter a deal with the least costly bidder who can provide an equal amount of electricity. The lack of funding for the reactors should not mean that North Korea may no longer get the electricity it claims it needs, especially if the country is serious about wanting to make peace with its neighbors. South Korea and Japan, the two countries who reportedly will pay for roughly 70% and 20% of the cost respectively, have changed their minds due to the Asian crisis.

India has succeeded in obtaining international recognition and domestic political peace with its nuclear tests but the other implications are far more devastating for the government. India could spur an impoverishing arms race with Pakistan and other countries may not be able to explain away India's motives. Furthermore, India's trading partners may want to strip the country of trading privileges.

Article Abstract:
North Korea's compliance with the Nonproliferation Treaty is called into question because of its resistance to International Atomic Energy Agency inspectors. It is seen as a mistake for the United States to continue construction of two power reactors in North Korea in exchange for the country's participation in the Nonproliferation Treaty because there is no sign of North Korea's compliance.
