Why Clarke should raise taxes
Article Abstract:
It is likely that UK Chancellor Kenneth Clarke will present his Nov 1996 budget as being very cautious. He will make only small tax cuts, and will seek to present himself as a wise steward of the UK economy. Clarke has been a good Chancellor in many ways, but his refusal to make unsustainably large tax cuts has always been mostly politically motivated, rather than economically motivated. He is aware that raising taxes would have a negative impact on efforts by the Conservative party to make voters wary about the Labour party's tax plans.
