Why hospital costs are soaring
Article Abstract:
Hospital cost control containment efforts in Canada may require a more selective approach to adopting state-of-the-art medical technology. Economic Council of Canada economist Ludwig Auer suggests that policy makers also consider alternative ways of health care delivery to keep hospital costs from soaring further. Auer analyzed changes in Canadian hospital care costs between 1960 and 1980, using data from Statistics Canada and Health and Welfare Canada. Provincial variations in admission rates of as much as 40 percent were found to have a strong effect on operating expenditures. Provinces with lower admission rates record higher levels of service intensity and thus higher per-patient costs. Auer emphasizes the need for cost-benefit analysis for hospital treatments and advocates development of labor-saving technology.

Sunk costs and regulation in the U.S. pesticide industry
Article Abstract:
Increasing endogenous sunk research costs and exogenous sunk pesticide product regulation costs negatively impact the number of firms in the pesticide industry. Moreover, smaller companies are more significantly affected by increases in these costs than bigger firms. Increasing sunk research and product regulation costs also promote foreign-based company expansion into the US market, and compel less lucrative innovative companies to withdraw from the industry.
