Germany's commitment to the European Community (EC) and to the EC's movement toward political unity are being called into question. The Kohl Administration plans to ratify the Maastricht treaty before 1992, but may reconsider its action in 1996. Germany hopes to maintain its strong ties to Eastern Europe.

It was thought that Germany and France would be at odds over how to advance the European Union, but French Pres Chirac and German chancellor Kohl were in agreement on many issues in last week's conference. Kohl has realized that progress on the Union will have to much more gradual than he had hoped.

Germany has always been perhaps the biggest advocate of the European Union and strong European integration, but its viewpoint may be changing slightly. Instead of a 'United States of Europe' he had once envisioned, German chancellor Helmut Kohl now leans toward a less comprehensive integration.
