Withering or heartening? The wine industry
Article Abstract:
The US wine industry is faced with the re-emergence of phylloxera, a louse that eats away at the roots of grapevines. Some 80% of the vines in Northern California's wine growing counties may need replacing eventually. It is hoped that recent publicity on the health benefits of wine may boost sales.

Mistaken policies directed by Western experts has caused food production in Africa to decline 12% between 1961 and 1995. Foreign advisers have been guided by a bias towards traditional African methods of farming. A world food surplus will not completely remedy the mistakes of poor farm policies.

The withering away of the state: is there such a thing as an optimum level of government spending?
Article Abstract:
Economists Ludger Schuknecht and Vito Tanzi studied the issue of whether ever-increasing public spending had commensurate social and economic benefits. Government spending as a percentage of gross domestic product and other factors are discussed.
