Witness to horror: Shanghai orphanage doctor tells what she saw
Article Abstract:
Dr Zhang Shuyun's discovery of routine abuse leading to orphans' deaths in Shanghai Municipal Children's Welfare Institute led to her own dismissal and harassment. She then fled the country to England, and helped assemble data for a report on the plight of orphans throughout China. Some 75% of those who fall into the grasp of the state orphanage system die, most due to food and medical treatment being deliberately withheld. Zhang's efforts to gain publicity for the problem only earned her official opprobrium.

A dying art: China's new economic plan raises questions
Article Abstract:
The Communist Party's Ninth Five-Year Plan for China raises many ideals but leaves out details and avoids hard questions. Some of its figures appear to conflict, such as a projected GDP growth rate of 8%-9% for 1996-2000 but a capital-investment rate of 38%. The plan now ending indicates the unpredictability of such a huge economy, and the rate of change may make greater accuracy and firmer stances a political risk. The most glaring omission concerns the state sector, where drastic changes are needed.

The train line opened in Feb 1996 between the southwest China city of Kunming and Vietnam's Hanoi offers a hard 30-hour journey appealing chiefly to traders interested in the reopened border regions. The train runs a dozen battered cars on a narrow-gauge track, offering plenty of opportunities to enjoy scenery or talk loudly with fellow passengers. Even at $40 it is no bargain, but does include considerable local color.
