Women's day in Kuwait

Women are to be permitted to stand in elections and vote in Kuwait, following a decree issued by the emir, Sheikh Jaber. The decree has to be confirmed by parliament, and is opposed by some Islamist factions, though other Islamist factions welcome the decree, seeing it as a move likely to strengthen their ranks. Many women may not be permitted by husbands and fathers to take part in elections even if the decree is passed. Meanwhile, Kuwait's political life has become paralyzed, with only four new laws agreed on between parlaiemnt and the government over three years.

A bolder Kuwait

Kuwait is in need of reform of its bureaucracy, benefit system and citizenship laws, and a new parliament has been elected in Jul 1999 which could bring about change. Liberal reformists gains while pro-government politicians lost ground. A number of Islamists also failed to gain seats. The newly elected representatives also appear to be more pragmatic and this is encouraging. There are structural obstacles to reform, and the power of parliament is limited in Kuwait.

Over 30 non-royal opponents of the ruling sheikdom were elected to the parliament on Oct 5, 1992. Several key posts, such as defense, foreign affairs and the interior ministry have stayed within the royal family. The Iraqi invasion led to the shakeup.
