Sitiveni Rabuka was sworn in as prime minister on Jun 2, 1992, despite the collapse of what he had hoped would be a rigged constitutional division of races in recent elections. Rabuka's racial politics and frequent coups d'etat have resulted in a mass exodus of ethnic Indians and economic decline.
