Insurers in California are upset over all the regulation they face there. Insurance Commissioner John Garamendi is an elected official and is trying to make a name for himself, planning for a possible bid for governor. Most insurers will remain in California because it is too big a market to leave.

A new act for Lloyd's
Article Abstract:
Lloyd's has continually shown an inability to adhere to its regulations and to protect the interests of its clients. The Lloyd's Act of 1982 should be amended with stricter regulations, and external regulation should be created for the insurance industry.

The German insurance industry will be substantially deregulated by Jul 1994, creating intense competition and a likely price war. Companies are already cutting costs in preparation and many expect that the smaller companies will find it hard to survive.
