The Brazilian political atmosphere is still rife with corruption but the investigation regarding fraudulent acts related to the issuance of government bonds signals that the air may be moving towards a less tolerant political system. The investigation so far has resulted in several heads rolling and with several more expected to be cut off and the traditional camaraderie among mayors may not be able to check the trend.

Pres Fernando Collor de Mello was impeached after it was determined he accepted bribes. This action marks a turning point in Brazilian democracy, as it was accomplished within constitutional law. New Pres Itamar Franco will hopefully continue Collor's economic reforms.
