The provision of free breakfasts can help children study at school, according to research carried out in schools in Baltimore and Philadelphia. The children were offered free food regardless of means and after roll call, improving take-up rates. Children eating breakfast were found to perform better at math, felt less depressed or anxious, and were less likely to be seen as disruptive of hyperactive by their teachers. Truancy and tardiness were also reduced. The cause for their improved performance may be due to a reduction in truancy and tardiness rather than to improved nutrition, but the benefits are such that the program should be extended.

The US is to allow up to 20,000 Kosovar refugees to enter the country, of a total of refugees from Kosovo, Yugoslavia, estimated at 925,000. The US has tended to favor refugees from communist countries, and the policy toward Kosovars represents a change. Refugees from Hungary in 1956 and Vietnam after 1975 have also been favored, as have Cuban refugees. There has been a move toward humanitarianism under President Bill Clinton, though there are still elements of the old policy.
