German Chancellor Helmut Kohl seems to be unfairly increasing the burden he carries by releasing a press statement that Germany will achieve a budget deficit of three point zero. The statement is just what he needs to gain the popular support of the German people. The goal is attainable but is seen as a publicity stunt that could spell the best for the German official.

Kohl has staked his presidency on meeting the deadline. Many feel that the goal is impossible, but Kohl says failure would mean higher unemployment and reduced exports.
