A framework with a French flavour
Article Abstract:
France has embarked on a project to develop a conceptual framework for accounting that differs significantly from the Anglo-Saxon model. The departure from the standard US model was prompted by the dissatisfaction of French accountants with the Financial Accounting Standards Board's decision-usefulness approach. They claim that the American framework has a very narrow perspective of the purpose of accounting that is not universally applicable. One of the major differences between the US and French frameworks is the departure of the French draft from a user orientation in favor of a focus on the measurement of the degree to which the companies achieve their primary goal of wealth creation. Another important difference is the primacy of the profit and loss account over assets and liabilities in the French model. Unfortunately, this framework has serious flaws that may undermine its applicability in practice. These weaknesses are discussed.
