Consultancies offer advice, provide strategic studies, delineate system requirements, help with system acquisition, and provide technical expertise. Consultancies often recommend the implementation of their own system to meet a client's requirements. Many software houses are beginning to provide consultancy services to their clients to help the clients upgrade a system or optimize performance. Software houses often provide these services as part of the project, charging a fixed price for the whole package. Firms can retain analysts or programmers from a contract agency in order to acquire skills for a limited amount of time. The contract agency, which hires the analysts and programmers, matches the contractor to the client, and some contract agencies are providing their clients with ready-made teams. Firms can save money by not going through agencies but by hiring freelancers to fill holes on their project teams.

Quality management is difficult to achieve in the area of software. Quality typically is defined as conformance to requirements, which are difficult to ascertain in the area of software since requirements often are developed by the vendor and not the client. Software developers require clients to sign off on requirements documents, but it is the developer who determines the client's needs. The development of quality software requires the elucidation of client's needs and fulfilling those needs exactly. Requirement specifications should be detailed and leave nothing to the imagination. A requirement document for an accounting system should delineate a user's functional requirements and should include requirements for accounting, auditing, and security that are needed to meet statutory requirements.
