Coping with conflict: a CA in the Middle East

George M. Currie, a Scottish chartered accountant, has worked with the United Nations Relief and Works Agency (UNRWA) for Palestine Refugees in the Near East for 17 years. He describes his experiences in the Middle East. Currie resides in Damascus and is currently Deputy Director of UNRWA Affairs and Field Administration Officer for the Agency in the Syrian Arab Republic. Approximately 24,000 Palestinian refugees receive health, relief, and educational services from UNRWA. Currie's duties as an UNRWA accountant include auditing local centers to ensure UNRWA funds have not been misdirected. There are plenty of funds that could go awry; the U.S. alone contributes $67 million to UNRWA each year. UNRWA is the largest UN agency, employing 17,000 people (most of whom are Palestinian). UNRWA operations within Israel's West Bank are tense; the 2,700 Palestinians working within the area are frequently confronted by Israeli troops. The Palestinian refugee problems have a 38-year history; UNRWA has been operating for 37 of those years.

Article Abstract:
The economic picture in Israel remains optimistic although certain problems have had an adverse effect on its prospects in the short term. It boasts of a standard of living that equals OECD countries' and has a sophisticated technological base. The political situation and the global financial crisis are some of the challenges facing the government. Nevertheless, certain policies have been introduced that make Israel a worthy investment site despite its problems. Restrictions on foreign currency transactions have been lifted while privatization of major organizations is underway. Moreover, the government has been offering grants and tax benefits to individual companies and promoting its R&D base. Furthermore, Israeli firms are increasingly participating in the global economy by forging joint ventures and making foreign direct investments in countries other than the US.

Coping with costing in the internal market: the SAPPS approach
Article Abstract:
Kettering Health Authority was so impressed by the way that SAPPS provides the service cost information needed to ensure that hospitals secure the required level of contract income that it abandoned the development of its own spreadsheet-based system. Developed for Coventry Health Authority, SAPPS is based on relational database software. As well as providing the costs and prices information needed to comply with the dictates of the NHS internal market, SAPPS generates management reports that analyse costs and prices by type of cost and expenditure type respectively.
