Hunter: QDR wrongly puts costs first, ahead of threats, needs

The Chairman of the US House Armed Services Committee (HASC), Rep. Duncan Hunter expressed concern regarding the Quadrennial Defense Review, in which the Department of Defense (DOD) tailored acquisitions to the finances available rather than deciding what was required and then finding the finances to fund them. A defense analysts claims that QDR proposed reducing defense spending toward the end of 2010, partly through restraints on personnel spending, even though better benefits have not prevented a decline in the quality of recruits.

The defense procurement reform panel which assessed the defense procurements at the first meeting of the Defense Acquisition Performance Assessment Project (DARPA) revealed that a broad view of procurement was needed, that would avoid duplication of capabilities in a budget-constrained environment. Some DAPA goals were outlined, the most important being controlling schedule and cost, and ensuring that whatever the Pentagon procured, worked and passed operational tests.

DOD leader backs purchases of systems from abroad

A senior Department of Defense (DOD) official and the deputy undersecretary of defense for industrial policy, Suzanne Patrick, stated that the Pentagon has no obligation to purchase wares from American companies. She stated that the DOD obligation is to provide the best equipment and platforms to warfighter, not necessarily from the US industrial base.
