Involving the Private Sector in Leisure
Article Abstract:
United Kingdom public authorities' involvement in leisure facilities is limited to the past decade. In the early 1970s, the private sector was involved in assisting with building the facility. They have since increased involvement to a large element of technical assistance in capital funding and are beginning to expand into management. Partnerships between the private sector and the local authorities have proved successful in the United States. Marketing is an area that needs to be learned from the private sector. Evidence shows that local authorities have not used any market research in designing most leisure centers but have relied on local sports groups or committee whims. Financial appraisal is another area of strength in the private sector which has a stronger grasp of decision-making theory. Private sector managers would also be more effective in determining pricing policies. Subsidies are not economically justifiable for leisure facilities as most of the public is willing to pay the right price for the right product.

An Award That Now Reflects the Whole Public Sector
Article Abstract:
The judges for the Chartered Institute of Public Finance and Accountancy's Public Sector Accounts Award in the United Kingdom sought some clear-cut qualities in the entries for choosing a winner: 1) clarity of exposition in text and figures, 2) relevance and 3) insight into the purpose and performance of the organization. Ninety-five entries were submitted. The large number of health reports was helpful, as there has been no tradition of preparation of annual reports. Controversy is a step up from the dull reports produced in the past. Controversial covers have interested people in examining the reports. The new reports are developed with education in mind. Improvement of the reports to make them readable assist them in educating the ratepayer. Shortcomings cited in reports which did not qualify for an award include failure to integrate text and figures well, failure to be forthcoming concerning future plans and objectives or to be long on numbers, but short on figures.

Private backing for Dartforce buy-out
Article Abstract:
Dartford DC has opted for a management buy-out of Dartforce, its direct services organization, after finding this move more financially favourable than either selling outright to the private sector or keeping it under council control. Backing the management buy-out of the struggling entity are Capita Group PLC and Stormont (Vehicle Hire) Ltd. Both private companies are set to help two Dartforce managers run the council's building works, refuse collection and street cleaning services. Up to 160 employees are facing possible retrenchment once the transfer of Dartforce is accomplished.
