The Tokyo stock market has shown volatility and this is linked to sales by Japanese institutions prior to the end of the financial year, according to Merill Lynch. Other factors affecting the market are concern over the governments attempts to solve the bad debt problems of housing loan companies, and concern that public pensions investments could be involved in forced liquidation. Foreign shareholding has risen to record levels but has not increased a great deal in value terms.

The Japanese stock market faces a ceiling at the Nikkei 225 index's level of 21,500, according to Peter Tasker from Kleinwort Benson. Corporate earnings have improved and interest rates are low, so there is scope for recovery. Domestic investors have tended to be less active than foreign investors, though domestic sales and purchases have increased. The market will not inevitably rise above the ceiling of 21,500, but the chances of its being able to do this are good.
