Japan: stopgap measures
Article Abstract:
The Japanese government has drafted a temporary budget to cover 50 days due to a delay in approval for the full budget for 1996 to 1997. The Japanese opposition refuses to back a plan to rescue housing loan companies. This would involve around 685 billion yen, and there is opposition to the principle that public funds should be used to help recapitalise the banking system. Lack of support from public funds could mean that the bad debt problem affecting Japanese banks will not be solved, despite loose monetary policy.
