McCain mulls regulation of costs, more competition in DOD buys

Senator John McCain (Republic-Arizona) has stated that it might be necessary for Pentagon policy to impose controls on costs, given the increasing prices on military hardware purchases. He also flailed the use of cost-plus contracts where the armed forces are at risk of covering cost overruns, instead of having contractors completely or partially at risk of covering spiraling expenses.

Henry says military hardware doesn't cover all needs

Ryan Henry, principal deputy under secretary of defense for policy in the US, has stated that defense hardware alone doesn't meet many major military requirements facing the US. Hardwares like weapons platforms are important for defense, but human and other capabilities are also equally essential to prosecute wars successfully and decisively.
