Article Abstract:
Activity in the international market for medium-term borrowing facilities continued to be vigorous during the first four months of 1993. The volume of newly-arranged facilities totalled $49 billion, a 52% increase over one year resulting from major increases in the medium-term euro-note programmes as well as in euro-commercial programmes. The increase in the net issuance of euro-notes to a total of $19 billion was attributed to further expansion of medium-term notes.

The overall volume of medium-term borrowing facilities arranged in the international market in 1994 reached $279.8 billion, up from $160.2 billion in 1993. Organization for Economic Cooperation and Development (OECD) statistics reveal that these facilities included both note-issuance facilities and similar committed back-up facilities. Euro-commercial paper programs, euro medium-term notes and other non-underwritten facilties were also included.

Arrangements of new international medium-term borrowing facilities in the first three qtrs. of 1996 reached record levels due to several factors. First, total arrangements of new borrowing facilities has continued to increase since late 1995. Second, the high level of arrangements of euro-commercial paper programs were maintained. Similarly, euro-medium-term notes reached high levels.
