Men in white coats...men in grey suits: New public management and the funding of science and technology services to the UK Government
Article Abstract:
New public management (NPM) often involves a commitment to downsizing, cost cutting, and the devolution of executive functions to quasi-autonomous agencies. Aspects of the provision of science and technology services to government that may make them more or less suited to the application of NPM techniques, are considered. Science and technology services have common characteristics that act to differentiate them from other parts of government, and single solutions have not be applied ubiquitously. The drivers for reform have been administrative rationality and the existence of opportunity, and privatization outcomes seem to have depended more on opportunity and political personality.

Understanding the evolution of government financial control systems
Article Abstract:
Dean's three state evolutionary model of government financial control systems is discussed in relation to major changes in the British and Nigerian government financial control systems during the past 35 years. It allows a re-interpretation of Dean's views and suggests that managing change requires a more comprehensive understanding than the relatively simple three stage model. A study of governmental and academic literature relating to changes in financial control systems in the UK and Nigeria was made, and the main changes between 19960 and 1995 were identified.
