The Helicopter Master Plan represents an aircraft procurement plan rather than a major force reorganization for the U.S. Navy. Industry analysts, who stress the need for re-training, said that the plan should not be used to rationalize parochial strategies designed to preserve the status quo.

The U.S. Navy's program for developing new short-take-off/vertical landing (STO/VL) fighter aircraft is examined in relation to the Navy's aircraft carrier force. A new STO/VL fighter aircraft force will greatly enhance the role of the Navy's aircraft carriers.
