State sales tax issue heats up
Article Abstract:
Congressman Byron L. Dorgan (D-ND.) introduced HR 4365 in September 1985, and recently argued in its favor at the Government Affairs Conference in Washington, DC. The bill calls for an enforced sales tax on mail order firms in states where these firms have no nexus; by overturning the 1967 Supreme Court ruling, Bellas Hesse versus Illinois Department of Revenue, out of state direct marketers will be required to follow the same tax laws as 'Main Street' merchants. Arguments against the bill focus on upholding the Bellas Hesse decision, which states that a direct marketer without legal presence in a state is not subject to that state's sales tax laws, because it would be unfair to burden direct marketers with such taxes when they do not receive the same benefits as storekeeping merchants. It is argued that it would be inefficient and uneconomical to go to the expense and trouble involved for such an insignificant revenue.

Tutu's educational crusade

Bishop Desmond Tutu has helped support efforts to raise the education levels of blacks in South Africa. He toured the U.S. to raise funds for the Bishop Tutu Southern African Scholarship Fund, a part of the Phelps-Stokes Fund. The first goal the fund has set is to pay for 100 South African students to get through four years of college in the U.S. Most of the $2 million needed by the fund will come from individuals, but corporations and foundations are also being approached. The fund has divided the U.S. into 10 geographic areas for its fundraising, and at one dinner in Hartford more than $50,000 was raised. Results of the initial fundraising efforts have not been dynamic, but the fund is confident that the goal will be met.

International Surface Air Lift (ISAL) is a postal service for advertising materials, books and other printed matter. Faster delivery than surface mail and slower delivery than air mail make ISAL both cost effective and efficient. Because ISAL is a consolidator style service, its status according to postal service regulations is under review.
