This article presents a transcript of a panel discussion conducted in the Spring of 1999 by the Commerce Clearing House (CCH) State Tax Advisory Board which focused on various issues in state taxation. Issues discussed include federalism, intangible property, pass-through business entities, characterization of business income, electronic commerce, and utility deregulation.
