Stevens urges support for F/A-22.

Sen. Ted Stevens, the chairman of the Senate Appropriations Committee has supported the F/A-22 Raptor despite the delay in its arrival by 10 years and criticism on the requirement of the aircraft at such a late stage at the cost of $329 million per aircraft including research and development costs. The production rate on the Raptor that is eight aircraft behind schedule is likely to improve while the Defense Acquisition Board (DAB) decision on the timeframe for initial Operational Test and Evaluation (IOT&E) of the Raptor is still pending.

U.S. Navy's top acquisition officials stated that the Navy plans to change the way it develops new ships in order to give program managers more flexibility in funding and planning than the traditional system allows, for which it seeks congressional support. John Young stated that the Navy is short-changing its ship development programs even though ships typically are more expensive per unit than aircraft, especially in comparison to the money spent developing the Pentagon's newest warplanes.

Army awaits new proposals for Iraq scout planes

The Army's plan to provide Iraq with a fledging airforce is scheduled to take a small step forward as industry responds with proposals for a small surveillance aircraft intended to be flown by former Iraqi MiG pilots. The program is officially known as the Aerial Surveillance Platform in support of the Coalition Provincial Authority-Iraq.
