Questions for determining and evaluating such things as a user's network requirements, needed data transmission speeds, cost- effectiveness in using satellite communications, least cost for routing lines and nodal connections, need for value-added networks, and desired rate structures are asked in order to help a company determine the value in selecting a data communications network service. After such requirements are well researched, a company can then begin to turn to the telephone company or a network vendor to initiate the implementation of a plan.
