There are three key people involved in occupational pension fund management in the United Kingdom, the pension fund trustee, the investment manager, and the investment consultant. The number of consultants has increased during the 1990s, though over 95% of the market is accounted for by under 20 consultant practices. A focus on compliance issues as a result of scandals has given more weight to the role of investment consultants. Consultants often draft statements of investment principles which can vary according to their quality.

Article Abstract:
The United Kingdom government plans for stakeholder pensions have yet to produce concrete results, though a green paper is scheduled for year-end 1998, followed by a white paper in 1999. Stakeholder pensions will be geared to poorer people who cannot obtain good value from personal pensions. The government may look at existing schemes in order to develop these new pensions, and one project that could be of use has been developed by Friends Provident for a number of labor unions.
