Missouri State Treasurer Bob Holden spearheaded the Missouri Student Assistance Resource Service (Mostars) Higher Education Savings Program. The plan was designed to create state and federal tax exemptions on deposits intended for student's future college education. Mostars is expected to permit up to $8,000 in yearly contributions to a beneficiary account. Over $50,000 in available funds for college education may be obtained by giving yearly contributions of only $1,000 from the child's birth to age 18.
