The internal control debate
Article Abstract:
The Auditing Practices Board (APB) is encouraging the public to participate in a discussion of the issues pertaining to directors and auditors reporting on internal control effectiveness. The Board has already released the discussion paper, 'Internal Financing Control Effectiveness,' in Apr. 1995 and will accept comments on this document from the public until Jul. 1, 1995. It has also scheduled a public debate on internal control effectiveness reporting sometime in June. By bringing these issues to public attention, the Board hopes to resolve the questions of how such reporting should be implemented and whether this measure will really help strengthen company internal controls. There is some concern that the introduction of public reporting on internal control effectiveness may backfire and inadvertently reduce the effectiveness of auditors and audit committees.
