The softly spoken radical with energy to burn
Article Abstract:
David Tweedie is known to many as the 'softly spoken Scot' who is chairman of the Accounting Standards Board (ASB). Two years into his chairmanship, Tweedie has been managing the ASB with an intensely energetic attitude while projecting the demeanor of a highly approachable person. As ASB chairman, Tweedie upholds the belief that accounting should be based on honesty and independence, and as such professionals should be allowed to exercise their own judgement in practice. Tweedie maintains a general, rather than prescriptive, attitude towards standards in order to prevent a tendency for accountants to adhere to rule-based accounting when accounting should be based on facts. Under Tweedie's leadership, the ASB has formulated a comprehensive Statement of Principles and sought to address the securitization debate. The ASB is expected to meet tougher challenges as it seeks to address more controversial issues.

Low profile player in a high profile game

Micheal Garner has managed to stay out of the limelight despite holding top positions at TI Group PLC and at the Accounting Standards Board (ASB) Currently, he is finance director of the UK's second largest engineering group while at the same time serving as one of the seven part-time members of the ASB. Notwithstanding Garner's low profile, he is credited for being instrumental in bringing TI back from the brink of bankruptcy in the early 1980s. One of Garner's special interests is goodwill, which is probably one of the reasons why he was asked to serve on the ASB. The Board is set to address acquisition and goodwill accounting sometime in 1993. Garner's involvement with the ASB has raised the question of conflict of interest, with him being one of only two finance officers serving on the Board. The finance director admits that TI is his first priority, but has so far supported all of ASB's works.

The idea whether an accountant and an entrepreneur make a winning team and how can accountants best manage their more creative clients is discussed. It is suggested that the average small business owner would trust their own instincts over their accountant's on issues relating to the financial health of their business.
