The travails of the LRT 3
Article Abstract:
Raising finance for the LRT 3, the 16.8-kilometer-long light rail system planned for the Philippines, was a nightmare. Metro Rail Transit Corp. is financing the LRT 3 under the build-lease-transfer system. The LRT 3, the first private sector mass transit project in the history of the Philippines, costs $655 million. Philippine banks are supporting the project due to government guarantees that eliminate risk.
