Business enterprises have highlighted the need to evaluate the efficiency of outsourcing activities as they focus on achieving lower operation costs and improved quality of service. Accurate measurement basically depends on the type of relationship that exists between clients and suppliers. Both parties must be able to outline a set of key performance parameters by which goals and missions would be assessed. It is also important to assign specific metrics for each parameter necessary to determine the key aspects to be evaluated.

The human resource department in the 21st century will be restructured to outsource basic transactional functions to information technology. This strategy would effectively focus the department on other functions such as value creation for clients. A redesigned human resource department can now improve organizational efficiency through better customer relations. Outsourcing under a general strategic redesign process that stresses deliberation, dialogue and cocreation can lead to optimal value creation.
