There is little that the United Kingdom chancellor, Gordon Brown, can do about the impact of world events on the UK economy, and he is likely to stress this so that the government is not blamed if a recession occurs. Recessions tend to correct themselves, but he will want the government to be seen as responsible for any upturn. Economic forecasts tend to be inaccurate, so the Budget is not based on them, though the Bank of England uses them. More investment in skills tends to keep wages low, as does a large increase in the number of people in the labor market, though it is uncertain that Working Families Tax Credit will have this effect.

Why income tax should be scrapped tomorrow

Article Abstract:

Income tax could be replaced with a consumption tax which would promote saving. Income tax penalises people who work hard, and savings are taxed as the money is earned, and again when interest is earned on savings. Inflation would be reduced if people were encouraged to save rather than consume. Less time would be wasted on the paperwork involved in dealing with income tax. There are some drawbacks to this scheme such as the great burden it would place on older people who have been taxed on income and will then be taxed when they have to consume their savings in retirement.
