Young sees $1 billion-$3 billion savings if DD(X) goes to one yard
Article Abstract:
John Young, a top Navy procurement official, stated that only one shipyard would build the next-generation DD(X) destroyer a year so as to reap roughly $1 billion to $3 billion of efficiency savings. Analysts speculate that in a single-yard strategy where the Navy awards a winner-take-all contract to just one yard for construction of the new class of destroyers, Northrop Grumman Corp. would win and build the ships at its Ingalls shipyards, because it has more experience in the DD(X) program.

Shipbuilders' plans regarding investment in their shipyards are hindered, following Navy's uncertainty regarding their commitment to build a fleet of 375 ships. The main reasons for the uncertainty are large budget deficits, competition from Army for more money for the ongoing operations in Afghanistan and Iraq, new crewing and porting tactics, and cost cutting measures taken by Navy.
