A persistent, enthusiastic coordinator should be assigned to oversee the establishment of the communications system.

Japanese companies are using United States software packages in their own businesses, rather than traditional custom designs. The Japanese government is allowing a forty per cent four-year tax deferment on Japanese-produced software packages. Japanese engineers are becoming entrepreneurs.

The Radio Technical Commission for Aeronautics in Washington, DC, has been given the task of making a study and setting standards for the use of hand-held computers on airplanes. Users of portable computers can put some pressure on speeding the study by using airlines that do not restrain the use of the computers, by filing complaints, and following up on this action. The manufacture of lead liners in briefcases should be encouraged.
