Industry says CARB wants the impossible

The boating industry has expressed its opposition to the California Air Resources Board's (CARB) proposal for all new sterndrive/inboard motorboats sold in the state starting 2003 to have combined HC+NOx emission levels not higher than 7 grams per horsepower-hour (g/hp-hr). Engine makers have criticized the 7-gram level, saying it is too low, and 50% lower than CARB's estimated baseline of 18 g/hp-hr. CARB further wants to reduce levels to 3 g/hp-hr by 2007, through the use of three-way catalysts.
