Potter: rates to hold through 2006

Postmaster General John E. Potter believes they will stick to the Transformation plan and continue to deliver commitments ahead of schedule. $8.3 billion was saved thru cost cutting and postal rates will not change till 2006. USPSEs plan for future is discussed.
