The National Lottery - who wins? who loses?

The UK's National Lottery is undoubtedly a successful way of raising money, with investment of around 9.5 billion pounds sterling having been made in scratch cards and tickets since Nov 1994. Participants in the weekly draw are most likely to be in full-time employment, according to a survey of 2,000 people in England and Wales undertaken by Which? magazine. However, scratch cards tends to attract unemployed people and those aged 15-24. There is concern about the role of Oflot, the Lottery regulator, and some observers feel that it should be more active in regulating Camelot, which runs the Lottery.

Medical treatment in the United Kingdom has become a lottery, with many treatments never being properly evaluated. The effectiveness of roughly 80% of treatments is unknown. Doctors may not be in a good position to judge a treatment, if it has not been tested properly. Keyhole surgery has become popular without being properly tested.
