Continuing conflict
Article Abstract:
The continuing conflict over renewable natural resources between wealth production and appropriation is examined. Hirshleifer's "paradox of power" is shown as self-correcting. A small dose of conflictive activity can enhance social welfare, when production damages disputed resources.

An analytical study of ecological management problem, with the interaction of the maximizing-welfare dynamic decision and multiple equilibria ecosystems admit by using Hamilton-Jacobi-Bellman method is presented, and solved numerically by dynamic programming.
