Article Abstract:

The role of the 10 million strong small and medium-sized enterprises in the Chinese economy, providing employment and contributing to 60 percent of the gross industrial production is discussed. Formation of the State Trade and Economic Commission, multi-agent management and supportive policies of the Chinese government are studied.
