The Japanese economy has been affected by a number of factors such as tax changes, political uncertainty and instability in financial markets. Economic growth for 1997 is likely to be lower than forecast, and investment has been less than forecast. Consumer spending dropped in 2nd qtr 1997 and is weaker than forecast. It is not clear whether this weakness is due to tax changes. Japan's trade surplus is increasing but exports could be affected by a crisis in Asian financial markets.

Japan is predicted to see gross domestic product (GDP) growth of just over 1.5% in 2000. This compares favourably with 1999, when GDP growth was unlikely to have been more than 1%. Consumption has returned to a growth path of almost 2% a year, with real incomes being boosted in late 1999 by declining prices. Japan's economic prospects remain uncertain while domestic demand indicators are unclear and exporters continue to fear a strong Yen.
