Yassar Arafat has asked for safe conduct guarantees to get him and his men out of Tripoli. His enemies within the Palestine Liberation Organization know that if he gets out, he will fight to regain his leadership. Israel is not particularly eager to rescue him either.

He's Dispensable
Article Abstract:
The Soviet Union appears to have made a deal with Syria over the Palestine Liberation Organization. Formerly neutral, Russia has informed Yassar Arafat that they do not support him. The Soviets feel that Arafat might accommodate the United States in the future.
