On the optimal structure of local governments

Article Abstract:

The integration of space and transportation expenses is important in the design of the optimal provision of local public goods (LPGs). Specifically, geography has significant influence on the socially desirable institutional structure of local governments because of the overlapping of market areas related to several LPGs. Decentralization of the optimum is needed via local governments having jurisdiction over market areas of all types of LPGs. Thus, metropolitan governments funding LPGs via user charges and land rent are the most suitable LPG suppliers.
