Quantifying tax effects under policy foresight
Article Abstract:
News of a proposed tax change is released much before the tax policy comes into picture. Consequently, business enterprises likely to be affected by tax reforms have an opportunity to adjust their earnings. An econometric model analyzing the impact legislative lags on taxes of businesses with capital and labor taxes is presented. The model also examines the effect of these adjusted earnings on business cycles.
