Secrets of success: a handful of heroes
Article Abstract:
A key group of people and one or two excellent leaders are responsible for implementing successful economic policies in developing regions such as Latin America. Former Brazilian planning minister Roberto Campos was largely responsible for the 10% average growth rate in Brazil between 1968 and 1974. Campos' reforms included a new wage policy, a reduction in public expenditures and the elimination of rent controls. The contributions of the leaders in Uruguay, Chile, Mexico and Argentina are discussed.

A scapegoat model of exchange-rate fluctuations
Article Abstract:
The use of money as a scapegoat during exchange rate depreciation because of mismatch between the observed exchange rate fluctuations and actual exchange rates is discussed.
