State versus private ownership
Article Abstract:
There have been some significant developments recently in ways of considering government ownership. It can be argued that, where there is a benevolent government, there are only very restricted conditions under which government ownership is preferable in a country with good contract enforcement. Where there is a non-benevolent government, there is a very strong argument in favour of near-monopoly government provision in an advanced democracy. Private ownership is generally preferable to public ownership when there must be strong incentives to innovate and to limit costs.
