The European Parliament's emerging powers of appointment
Article Abstract:
The powers of appointment of the European Parliament have been expanding since the mid-1970s both through constitutional amendments and through informal means. A fundamental structure for a permanent constitutional change can be seen which includes an autonomous central bank. These constitutional changes have been occurring quietly and the European Parliament has been very skillful in adapting to a constantly evolving institutional environment.

Article Abstract:
Certain legal developments have added to the body of EC law. There apparently has been a reduction in the time taken for the European Court of Justice (ECJ) to hear cases to 12 months for 177 references and five months for direct actions. The reduction has been achieved at the expense of cases delayed before the Court of First Instance (CFI), as many of those cases had been transferred from the ECJ to the CFI.
